NEW APPROACH TO CLIMATE ADAPTATION
Focusing on nature-based solutions (NBS) for flood risk management, the project introduces the concept of Bankability Readiness Level (BRL) – a novel metric to assess, enhance and unlock investment potential of climate-resilient solutions.

PARTICIPATING CITIES
Participating cities in the RISE-IN project include Demo Cities, which test and refine climate solutions, and Replicator Cities, which adapt and scale these solutions in new contexts, supporting wider adoption across Europe.
Replicator Cities
Demo Cities

Cesena, Italy
Cesena is advancing climate resilience and ecological restoration along the Savio River to reduce flood risks and promote sustainable land and water management. The city is transforming former extraction sites like the Ca’ Bianchi quarry into floodable areas and biodiversity hubs. These efforts also support education, recreation, and community engagement through accessible green spaces and ecological monitoring.

Christchurch, New Zealand
Christchurch is restoring the Ōtākaro Avon River Corridor to boost climate resilience and adapt to sea-level rise. The city is transforming earthquake-impacted land into a 13 km green corridor that manages flooding, restores ecosystems, and supports cultural, recreational, and educational uses. This living laboratory fosters innovation in managed retreat, water management, and ecological restoration.

Póvoa de Varzim, Portugal
Póvoa de Varzim is boosting climate resilience in the Alto River Basin by restoring riverbanks, enhancing coastal defenses, and creating ecological corridors. These efforts reduce flood risks, support traditional farming practices, and promote sustainable tourism, while engaging the community through education, monitoring, and a dedicated riverkeeper role.

Kadıköy, Türkiye
Kadıköy is addressing climate risks like flooding, extreme heat, and soil erosion through its Adaptation Action Plan. As a dense urban area with limited green space, the city focuses on improving water absorption, managing waste, and strengthening coastal defenses to enhance resilience and quality of urban life.

Zhytomyr, Ukraine
Zhytomyr is developing a climate strategy to 2050 and an adaptation plan to 2030 to address risks like flooding, heatwaves, droughts, and wildfires. Surrounded by forests and rivers, the city is rebuilding after wartime damage while promoting sustainability, resilience, and its identity as a green, creative, and community-driven urban centre.

REPLICATOR CITIES
The Replicator Cities in the RISE-IN project are key actors in the second phase of CRS deployment, serving as strategic sites to test the adaptability, feasibility, and bankability of climate resilient solutions beyond the original Demo Cities.

Ghent,
Belgium
Ghent is tackling climate challenges like flooding, heat stress, and biodiversity loss through green-blue networks, rainwater management, and urban greening.
With goals of climate robustness by 2030 and neutrality by 2050, the city works with citizens and institutions to create a resilient, healthy, and sustainable urban environment.
